| The VFW's presence
in Washington DC and in Sacramento allows VFW officials to monitor and lobby
Congress for legislative action targeted toward maintaining a strong national
defense and improving military benefits and quality of life for all veterans,
including those currently serving in the active-duty military, the National
Guard and the Reserves. One of the main goals of the Veterans of Foreign Wars is
to ensure that the Veterans receive the entitlements that are due to them. One
of the ways we can accomplish this is to endorse those candidates based on their
support for Veterans and VFW legislative goals. Due to the strength of our
non-partisan, and does not make endorsements based on party affiliation or any
other issue except National Security and Veterans Benefits and entitlements. The
VFW-PAC endorses candidates who support Veterans entitlements and VFW
legislative goals. |

HOW TO REPORT
|

| All activities under Legislative/PAC activities
should be reported using the Program Reporting Form 12, under Citizenship
Education (Americanism) either on-line or by submitting to Department
Headquarters. PAC Contributions should be mailed to Department Headquarters
along PAC with PAC contribution form 21. |

| Important! – To qualify for awards a Post must send a copy of
the program reporting Form 12 to the Department Chairman with all applicable
attachments. |

submitting at least $100.00 to the Department Legislative Program prior to April
30, 2008. |

LOYALTY DAY PROGRAM

| The Veterans of Foreign Wars started the observance of May 1st
as Loyalty Day in the 1930’s as a deterrent to the anti-American activities of
Communist agitators during parades in our country. It proved to be very
effective and was, after many years, officially recognized and signed into law
in 1958.
|
| The year 2007, marks the 49th anniversary of Loyalty Day. We urge each Post and District
to plan a Loyalty Day Program. Try to schedule it for May 1st and, if
possible, abandon the traditional indoor setting - move outdoors and get some
fresh air! Select a Chairman that is willing to put forth the additional
effect needed to ensure a successful program and appoint a committee to help him
or her with the details. |
| Contact your Congress and Senate Representatives, the County Board of
Supervisors and your local Mayor. Ask them for a proclamation designating May 1st
as “Loyalty Day” and invite them to participate in your program. Ask other
groups to participate and above all, use the media and get the local community
involved!! |

MO 64111. Remember, a well-planned program will enhance the VFW image in your
community and will also reflect your own pride in your Country. |

ACCOUNTABILITY
We request that VFW members send
their Senators and Representatives a letter urging their continued support
of this issue; this includes asking members of the public to also write on
behalf of our missing veterans. To ensure that they are never forgotten, all
VFW Posts should:

Urge
support from local news media and club newsletters. |
 |
Notify all news Media well in advance of all POW/MIA Programs to ensure
their participation. |
 |
Comply with VFW National mandates, and our state resolution that requires
having an empty chair at all official functions properly personalized with
a MIA chair cover. |
 |
‘
Meet the POW/MIA families from
your area and see if Post or Ladies Auxiliary can be of assistance to
them. |
 |
Urge
all Posts and Districts to appoint POW/MIA Chairperson and send their name
to the State Chairperson. |
 |
Urge
all Posts and District Commanders with the help of the Ladies Auxiliary to
conduct a ceremony. |

| The VFW's National Citizenship Education
Teachers' Award recognizes the nation's top elementary, junior high and high
school teachers who teach citizenship education topics regularly and promote
America's history and traditions. Nearly 1,000 teachers are from every state,
the District of Columbia and overseas. Fellow teachers, supervisors or other
interested individuals can submit nominations by November 1 to your local Post.
To nominate a Teacher, please
complete the following steps and forward this information to your District
Teachers Award Chairman. District Chairmen will then forward the District
entries to the Department Chairman. The Department Chairman will select a
state winner and forward that entry and any required reports to National.
The Department Chairman will also provide Department Headquarters with a
cumulative report of all of the Posts that participated, by District, which
will then be used to give credit in the All-State Program. District
entries must be in to the Department Chairman NO LATER
THAN December 15, 2007.
1. Complete the VFW Teacher Nomination form.
2. Submit an essay not more than 350 words.
3. Submit resume of Teacher.
4. Submit additional documentation.

by submitting a Teacher Award entry for District Judging. A Post will
receive credit once a consolidated report from the Department Chairman is
received in Department Headquarters. |
